Urgently need actors for film

Hi, My name is Hayun Kim, an amateur and independent filmmaker. because I need an advice I'm writing this here.

I am preparing for a short film about an immigrant boy who sells drugs on the street, therefore I am looking for the actors around the age of 13-15 in urgent.

But as an amateur foreigner who doesn't really know the situation here, I am having difficulties to find the way out to cast the kid actors here. I know that there are some facebook groups for the talent but not for the teen actors. Especially the story is not mainly but about drug involved, their parents would worry about the bad influences from it. And so do I, because there is a chance that they may will be curious about it after acting.

how should I deal with this Problem?
